Additionally, it allows tax-exempt entities to enter into brand advertising or event promotion arrangements with alcohol manufacturers, importers, or distributors, with specific conditions to prevent inducements and ensure fair competition, and doubles penalties for violations involving minors or failure to follow the alcohol control plan.
