This bill establishes "National Voter Registration Day" as an annual observance in Washington State public high schools, to be celebrated on the third Tuesday of September, or the following Tuesday if it falls on a major religious holiday. During this day, or within a two-week window around it to accommodate school schedules, public high schools are required to coordinate voter registration events in history or social studies classes for seniors and, when possible, other grades, as part of a "future voter program." This program aims to make voter sign-up and registration available to all students, with county auditors potentially assisting in coordination. Students aged 16 and older will have the opportunity to register to vote online or via paper forms in the classroom, with adequate time provided for completion. The superintendent of public instruction, in consultation with the secretary of state, will update and distribute youth voter registration materials annually and establish methods for electronically collecting data on student registrations, with a goal of at least 50,000 new high school voter registrations annually. The superintendent will also report on progress towards this goal and provide recommendations for increasing youth voter registration. The bill also amends an existing law concerning "Temperance and Good Citizenship Day" to align its voter registration event provisions with the new "National Voter Registration Day" requirements, specifically focusing on supporting eligible students who may have missed the earlier registration opportunity.
