Bill Summary

Photo speed monitoring devices; photo-monitoring systems for traffic signals; proof of violation; registered conservators of the peace and technicians employed by a locality; training. Authorizes registered special conservators of the peace and technicians employed by a locality to swear or to affirm certificates for the purposes of enforcement of violations recorded by traffic light signal violation monitoring systems, traffic control device violation monitoring systems, or photo speed monitoring devices upon completion of a training course developed and approved by the Department of Criminal Justice Services. The bill requires the Department of Criminal Justice Services to develop, approve, and make available such training course no later than July 1, 2027.

AI Summary

This bill allows registered special conservators of the peace (individuals appointed by a court with limited law enforcement powers) and technicians employed by a locality to officially certify violations recorded by traffic light signal monitoring systems, traffic control device monitoring systems, and photo speed monitoring devices. This certification is crucial for the enforcement of traffic violations captured by these automated systems. To be authorized to perform this certification, these individuals must first complete a specific training course developed and approved by the Department of Criminal Justice Services (DCJS). The bill mandates that the DCJS must create and make this training available by July 1, 2027. This measure aims to expand the pool of individuals who can validate evidence from these traffic enforcement technologies, potentially streamlining the enforcement process for traffic signal and speed violations.
