This bill authorizes the Sheriff of Escambia County to establish procedures for using credit or debit cards for purchases, defining "credit card" as a line of credit and "debit card" as a card linked to a bank account. The Sheriff must implement written policies that include limits on individual and monthly spending, ensure sole access to card information, maintain accurate purchase records for audits, and review bills monthly for unauthorized charges. Additionally, the Sheriff must ensure all bills are paid in full and on time to avoid fees and interest. When choosing a card provider, the Sheriff should consider annual fees, rewards or rebates, interest rates, and termination penalties. Any rewards or rebates earned must be deposited into the Escambia County Sheriff's Office discretionary account, and the bill explicitly states that this authorization does not permit exceeding appropriated funds or creating debt for the Escambia County Commission. This act will become effective on June 1, 2026.
