AI Summary
This bill requires public and charter schools in Mississippi to adopt and implement Cardiac Emergency Response Plans (CERPs), which are written documents outlining steps to reduce deaths from sudden cardiac arrest (SCA), a condition where the heart unexpectedly stops beating. These plans must integrate evidence-based core elements, such as those recommended by the American Heart Association, and ensure that school personnel involved in responding to cardiac emergencies have current CPR and AED (Automated External Defibrillator, a portable device that can restart a heart) training. Crucially, for all school-sponsored athletic practices and events, schools must ensure an AED is on-site or retrievable and able to be placed on a victim within three minutes of any athletic venue. The bill also defines "high-needs schools" as those with a high percentage of students eligible for free or reduced-price meals or participating in universal free meal programs, and prioritizes funding for these schools to help implement CERPs, including purchasing AEDs and providing training. Furthermore, it clarifies that school districts, employees, and agents acting in good faith to provide assistance or services under these CERP requirements are immune from civil liability, except in cases of gross negligence or willful misconduct.
