This bill amends existing law to clarify the definition of "electric-assisted bicycle" by specifying that its electric motor must have a power output of no more than 750 watts and that it must meet one of three classifications: Class 1 (motor assists only when pedaling and stops at 20 mph), Class 2 (motor can propel exclusively and stops at 20 mph), or Class 3 (motor assists only when pedaling and stops at 28 mph, with a speedometer). The bill also explicitly excludes vehicles that can exceed 20 mph solely on their electric motor or are designed to be easily modified to do so from this definition. Additionally, recognizing the growing use of electric motorcycles and the lack of state regulations, this bill establishes a work group, led by the department of licensing, to study and recommend a new statutory framework for electric motorcycles. This work group will include representatives from various state agencies, local government associations, and active transportation organizations, and will consider aspects such as definitions, registration, licensing, age requirements, rules of the road, penalties for deceptive marketing, and manufacturer disclosures, with a final report due by December 15, 2027.
