This bill authorizes sheriffs in Alabama to appoint special reserve deputies to help execute "writs of seizure," which are court orders for seizing or securing real property, during an "emergency writ condition," defined as a time when more than 250 such writs have been issued but not yet served. These special reserve deputies, who must be certified law enforcement officers not currently employed by a sheriff's department and have completed specific training, will have the same legal protections as regular deputies when performing their duties. Petitioners can request a special reserve deputy to execute a writ, and upon completion, the petitioner will pay a service fee directly to the deputy, capped at $250, with neither the sheriff nor the county treasury receiving any funds for this service. The sheriff is responsible for establishing a training program for these deputies and maintaining records of those who complete it, and may charge a fee for this training.
