Bill Summary

Barbers and cosmetologists; barbershop trainees. Establishes a path to licensure for barbershop trainees, as defined by the bill, through employment at a registered barbershop under the supervision of one or more licensed barbers. The bill allows any barbershop trainee to take the examination approved by the Board for Barbers and Cosmetology upon submission of a signed statement to the Board attesting that such trainee has the necessary skills to competently practice barbering. Barbershop trainees shall not exceed four years of training for competency-based licensure and shall pass the examination approved by the Board within four years of commencing training at any barbershop. The bill authorizes the Board to (i) develop forms for barbershop and barbershop trainee registration and the attestation required for examination; (ii) waive any part of the examination requirement for good cause; and (iii) establish penalties for any violation of the provisions of the bill.

AI Summary

This bill establishes a new pathway for individuals to become licensed barbers by creating the designation of "barbershop trainee," who can gain practical experience under the direct supervision of licensed barbers in a registered "training barbershop." Trainees must register with the Board for Barbers and Cosmetology (the Board), and their training program, which must include instruction and supervised practice in all areas tested on the barber licensure exam, cannot exceed four years. After at least six months of training and upon attestation of competency by their supervisor, trainees can take the Board-approved examination, and if they pass, they will be issued a barber license. The bill also allows the Board to create forms for registration and attestation, waive examination requirements for good cause, and establish penalties for violations, while clarifying that trainees who fail the exam can retest and that individuals who previously participated in barbering training programs in schools or correctional facilities may also apply to take the exam.
