This bill allows affiliated nonprofit organizations, defined as those established by or affiliated with an athletic team to raise funds for a charitable organization, to conduct "athletic event drawings," which are essentially 50/50 drawings held at home games or team events of professional or collegiate sports teams, or at motor vehicle racing facilities. These drawings must adhere to rules set by the Department of Agriculture and Consumer Services, with specific limitations on when and where they can occur, and importantly, require that 50% of the total ticket sales be awarded as prizes, with the remaining funds donated to designated charitable organizations for "public interest purposes" (which include benevolent, charitable, educational, or civic objectives, among others) within seven days. The bill also specifies that any unclaimed prizes must be donated to the designated charity after the athletic team's season ends, and it clarifies that the prize value for athletic event drawings cannot exceed $100,000.
