These rights include being treated with dignity and respect, the ability to terminate a resident's contract for just cause with a 30-day notice or immediately if a resident's health or safety is at risk, and the right to refuse services not included in the contract. The bill also grants centers the right to access relevant resident information for appropriate placement, refuse inappropriate referrals, maintain a drug and weapon-free environment, and be informed about a resident's history of abuse, addiction, or the presence of outside caregivers. The bill will become effective on November 1, 2026.
