AI Summary

This bill establishes the City of Statesboro Public Facilities Authority, a public corporation and an instrumentality of the State of Georgia, to acquire, construct, equip, maintain, and operate projects for the City of Statesboro's governmental and administrative functions. The authority will be governed by a five-member board appointed by the City of Statesboro, with specific rules for their terms and how vacancies are filled. It is empowered to enter into contracts and leases for its facilities, which can obligate lessees to make payments, and importantly, the exercise of these powers will not create any debt for the City of Statesboro or the State of Georgia. The authority can issue revenue bonds, which are special obligations payable from the authority's revenues, rents, and earnings, and these bonds will be exempt from taxation. The bill also outlines provisions for trust agreements to secure these bonds, the validation of bonds in court, and grants the authority immunity from tort liability similar to a Georgia county, while its property will not be subject to levy and sale. The authority's operations are limited to the City of Statesboro's jurisdictional limits, and upon dissolution after all debts are paid, its property will be conveyed to the City of Statesboro.
