This bill establishes that Oklahoma's standard time will be central standard time, which is the solar time of the ninetieth meridian west of Greenwich, unless certain conditions are met regarding daylight saving time. Specifically, Oklahoma will be exempt from observing daylight saving time, which is the practice of advancing clocks by one hour during warmer months, if any two of its contiguous states – Arkansas, the portion of Kansas in the central time zone, Missouri, or the portion of Texas in the central time zone – also opt out of daylight saving time. However, if federal law is passed allowing states to observe daylight saving time year-round, Oklahoma will adopt it as its permanent standard time. The bill also includes legislative findings that changing clocks seasonally is disruptive and that permanent standard time has historically been more stable than permanent daylight saving time, citing recommendations from various sleep organizations. This new law will not be permanently codified in the Oklahoma Statutes and will become effective on November 1, 2026.
