This bill establishes the Council for Community Recovery and Family Success, an independent body within the Department of Community Affairs, to shift the State's approach from crisis-response to proactive family support and well-being. The Council will consist of 25 members, including government commissioners and appointed public members representing various community interests, and will oversee the development of community-based service networks. These networks, which are place-based partnerships involving local residents, government, non-profits, and businesses, will be responsible for creating plans to enhance the social and economic well-being of infants, children, youth, and families, focusing on four pillars: positive family relationships and community connections, safety and financial security, high-quality education, and good health and well-being. The Council will advocate for a Bill of Rights for Infants, Children, Youth, and Families, support services that promote family economic security and well-being, and identify and evaluate policies to improve outcomes, with a particular focus on communities of greatest need. Funds for the Council will be administered by the Community Foundation of New Jersey or a similar non-profit entity, and the Council will report annually to the Governor and Legislature with recommendations for legislative and administrative actions to support family success initiatives.
