Bill Summary
This bill would require the Division of Purchase and Property in the Department of the Treasury (division) to develop an inventory of all underutilized real property owned by the State, including property owned by an agency, authority, or other instrumentality of the State. In consultation with other State entities, including, but not limited to, the Department of Community Affairs (DCA), the New Jersey Economic Development Authority, the New Jersey Redevelopment Authority, and the New Jersey Housing and Mortgage Finance Agency, the bill requires the division to analyze the feasibility of developing, redeveloping, or renovating the various parcels of real property owned by the State for other uses. Upon the recommendation of DCA, the division is also required to evaluate all land use regulations and other site regulations applicable to each parcel included in the inventory and categorize each parcel included in the inventory for potential other uses, including certain potential uses specified in the bill. The bill requires the division to compile its inventory and analysis into a report, and submit this report to the Governor and Legislature, on or before the first day of the 13th month following the bill's effective date. The bill requires the report to be updated and resubmitted to the Governor and Legislature on an annual basis. Following each annual submission, the bill requires the director of the division to post the report on the division's Internet website. The bill would take effect immediately.
AI Summary
This bill requires the Division of Purchase and Property, part of the Department of the Treasury, to create a comprehensive list, or inventory, of all state-owned real estate that is not being fully utilized, including property owned by various state agencies and authorities. In collaboration with other state entities like the Department of Community Affairs (DCA) and the New Jersey Economic Development Authority, the division must then assess how these underused properties could be developed, redeveloped, or renovated for different purposes. Specifically, the DCA will help evaluate existing land use rules for these properties, and the division will categorize them for potential new uses, such as affordable housing (defined as housing for low and moderate-income individuals and families), homeless shelters, or health and human services for those with lower incomes. The findings of this inventory and analysis will be compiled into a report submitted to the Governor and the Legislature within 13 months of the bill's enactment, and this report will be updated and resubmitted annually thereafter, with each updated report being posted online by the division.
