This bill mandates that the New Jersey Motor Vehicle Commission (MVC) must offer in-person vehicle and licensing services at every MVC agency location for individuals who are 65 years of age or older and for persons with disabilities, which is defined broadly to include a wide range of physical, mental, psychological, or developmental conditions that impede the normal exercise of bodily or mental functions. These "vehicle and licensing services" encompass a comprehensive list of transactions, including but not limited to changing an address, and obtaining or renewing various driver's licenses, permits, identification cards, vehicle registration certificates, ownership certificates, license plates, and special identification cards or placards for individuals with disabilities. This requirement aims to address the difficulties faced by seniors and people with disabilities who have been disproportionately affected by the MVC's current operational model, which, since the COVID-19 pandemic, has designated agencies for specific services (either licensing or vehicle-related) and encouraged online transactions, making it harder for these vulnerable populations to access necessary services in person. The bill will take effect four months after it is enacted, though the MVC can begin preparing for its implementation sooner.
