AI Summary

This bill prohibits loading or operating a vehicle in a way that its contents, such as furniture or mattresses, could fall onto a road. If such items are loaded above the vehicle's sides or tail gate, extend beyond its rear, or are placed on the roof, they must be securely fastened with straps or similar devices and covered by a tarpaulin. Vehicles with such loads are prohibited from traveling on Department of Transportation (DOT) roads with speed limits of 50 mph or higher, or on roads managed by the New Jersey Turnpike Authority (NJTA) or the South Jersey Transportation Authority (SJTA). Violating these loading and transport rules on these specific roads can result in fines up to $750, and if contents actually fall onto the road, the penalty increases to a fine of up to $1,000 or up to 10 days in jail, or both. The Chief Administrator of the New Jersey Motor Vehicle Commission is tasked with creating regulations for safe loading and fastening procedures for various types of vehicles used to transport materials.
