Bill Summary

This bill provides for cost-of-living adjustments to the allowance for Legislative member staff services. Under current law, members of the Legislature are permitted a fixed allowance of $150,000 for staff services. Under the bill, the amount of the annual allowance will be adjusted annually by the State Treasurer in direct proportion to the percent change in the Consumer Price Index over a 12-month period. An adjustment in the annual allowance will be made only if the percent change in the Consumer Price Index for the period specified is greater than zero. The State Treasurer will determine the amount of the adjustment by December 1 of each year and the adjustment will become effective during the calendar year following the determination, beginning on or after January 1 of each calendar year.

AI Summary

This bill modifies the allowance for legislative member staff services by introducing annual cost-of-living adjustments. Currently, each member of the Legislature receives a fixed allowance of $150,000 for staff services. However, this bill mandates that starting January 1st of the year following its enactment, the State Treasurer will annually adjust this allowance based on the percentage change in the Consumer Price Index (CPI) for All Urban Consumers in the New York-Northern New Jersey-Long Island Metropolitan Area over a specific 12-month period. This adjustment will only occur if the CPI shows an increase greater than zero, and the State Treasurer will determine the adjusted amount by December 1st each year, with the new allowance becoming effective on January 1st of the subsequent calendar year.
