This bill authorizes the creation of special "250th Anniversary Revolutionary War" license plates for vehicles registered in New Jersey, with the design and emblem to be chosen by the Chief Administrator of the New Jersey Motor Vehicle Commission in consultation with the New Jersey Historic Trust, which is part of the Department of Community Affairs. To obtain these plates, applicants must pay an initial $50 fee, in addition to regular registration fees, and an annual $10 renewal fee. These additional fees will be deposited into a dedicated "250th Anniversary Revolutionary War License Plate Fund" within the Department of the Treasury, which will be used to support and preserve Revolutionary War sites across New Jersey. The bill also specifies that state funds will not be used for the initial costs of designing, producing, issuing, or publicizing the plates, and that the New Jersey Historic Trust, or a designated entity, must contribute up to $25,000 in non-public funds to offset these initial expenses. The program will only begin once the necessary funds are secured and at least 500 applications for the plates have been submitted, and the bill will take effect immediately but remain inoperative until these conditions are met, with a provision for expiration if they are not satisfied within a specified timeframe.
