Bill Summary

This bill concerns the issuance of a permit to purchase a handgun and a firearms purchaser identification card to persons age 18 to 25. Under the provisions of this bill, the Commissioner of Human Services, in consultation with the Attorney General, is required to develop a screening process and establish criteria to determine whether a person between 18 and 25 years of age who intends to apply for a permit to purchase a handgun or a firearms purchaser identification card poses a significant danger of bodily injury to self or others by having custody or control of, owning, possessing, purchasing, or receiving a firearm. In addition, the bill requires a person who is between 18 and 25 years of age to undergo the screening process established by the bill prior to applying for a permit to purchase a handgun or a firearms purchaser identification card. The bill further provides that a permit to purchase a handgun or a firearms purchaser identification card is not to be issued to a person who is determined to pose a significant danger of bodily injury to self or others by having custody or control of, owning, possessing, purchasing, or receiving a firearm pursuant to the screening process established by the bill.

AI Summary

This bill requires the Commissioner of Human Services, in consultation with the Attorney General, to create a screening process and establish criteria to assess whether individuals aged 18 to 25 pose a significant danger of bodily harm to themselves or others if they possess a firearm, before they can apply for a permit to purchase a handgun or a firearms purchaser identification card. If the screening determines such a danger, the permit or card will not be issued. This new requirement is added to existing laws governing the issuance of these permits and cards, which are necessary for purchasing handguns and certain other firearms. The bill also mandates that the Commissioner of Human Services, in consultation with the Superintendent of State Police, will adopt rules and regulations to implement these new provisions, and the act will take effect seven months after enactment.
