Bill Summary

This bill updates current statutes regulating scrap metal businesses by establishing certain safety measures to be followed by each business. A scrap metal business is to conduct a quarterly audit of records to be retained pursuant to current law and ensure that items that are prohibited are not on the premises of the business. Additionally, each business is to reduce the likelihood of a fire by, at a minimum: (1) installing and maintaining an on-site fire suppression system so that it can be remotely operated; and (2) employing or contracting with individuals who are trained in fire suppression. A scrap metal business is given five years to install the on-site fire suppression system.

AI Summary

This bill updates existing laws for scrap metal businesses by requiring them to implement new safety measures, primarily focused on record-keeping and fire prevention. Specifically, each scrap metal business must conduct a quarterly review of their records, which are already mandated by current law and regulations (N.J.A.C.7:26-2.13), to ensure no prohibited items are present on their property. To reduce the risk of fires, businesses must also either hire or contract with individuals trained in fire suppression and install and maintain a fire suppression system that can be operated remotely. While most provisions take effect six months after the bill is enacted, scrap metal businesses are given a five-year grace period to install the required remote-operated fire suppression system.
