This bill establishes a fee refund program for individuals and businesses in New Jersey applying for permits, licenses, or certifications. State entities that issue these permits, licenses, or certifications will be required to create a catalog detailing each type, its legal basis, application process, and associated fees. Following a review of these catalogs, the Governor's office will set recommended processing times for applications. If a State entity exceeds these recommended processing times by more than 15 days, and the delay is not due to the applicant's fault (such as submitting an incomplete application), the State entity must refund the application fee, regardless of whether the application is ultimately approved or denied. This new program will take effect 90 days after the bill is enacted.
