Bill Summary
This bill removes several requirements for addresses to be provided on forms filed with the Election Law Enforcement Commission (ELEC). The changes made by this bill were recommended by ELEC in order to better protect individual's privacy. Under current law, candidates for office, their campaigns, and various committees organized for political campaign purposes are required to report to ELEC on certain contributions they receive and expenditures they make. Current law requires that these reports include the residential addresses of persons making reportable contributions or receiving expenditures and the address of their employer. This bill would remove the requirements that an individual contributor's or expenditure recipient's residential and employer addresses be reported to ELEC. The individual's name and the name of their employer will still be reported. Under current law, various campaign committees are required to report the addresses of their organizing members and the residential address where the committee can be served notice of process. This bill would remove the requirement that these committees provide the residential addresses of their organizing members. The bill would also replace the requirement that the committees provide a residential address where they can be served notice of process with a requirement they provide the address of an agent who has been authorized to receive such notice on behalf of the committee. Under the bill, the committee will continue to report the address at which they are located. This bill makes the same substantive changes to provisions of law concerning a recall committee, and the registration of governmental affairs agents. Lastly, the bill also authorizes ELEC to establish document submission and record retention requirements for gubernatorial candidates participating in and seeking to participate in the State's public financing program.
