AI Summary

This bill amends New Jersey's "Conflicts of Interest" statutes (N.J.S.A. 52:13D-12 et seq.) to allow State officers, employees, or special State officers and employees, or entities they have a significant stake in, to enter into contracts with State agencies for the development of scientific or technological discoveries or innovations, even if the State agency does not currently hold a property right in that discovery or innovation. Previously, such contracts were only permitted if the State agency already had a property right in the discovery or innovation. This change broadens the scope of potential contracts, provided the State agency has an approved code of ethics procedure in place to minimize conflicts of interest and the contract adheres to that procedure.
