Bill Summary

This bill requires each municipality to provide basic life support (BLS) and ambulance service to meet the needs of its population and designates BLS as an essential service in this State. Under the bill, the governing body of a municipality may arrange BSL by: providing a license or franchise to a private company; contracting with a public, private, or nonprofit entity for the service; entering into a mutual aid agreements with the one or more municipal governing bodies; entering into an agreement with a hospital; or providing fire department, emergency medical services, or public safety based basic life support service throughout the State, county, fire district, joint meeting, regional service agency of municipality, political subdivision, instrumentality or agency.

AI Summary

This bill mandates that every municipality must provide basic life support (BLS) services, which are defined as a fundamental level of pre-hospital care including services like patient stabilization, CPR, and hemorrhage control, and designates BLS as an essential service within the state. Municipalities can fulfill this requirement by licensing private companies, contracting with public or private entities, entering into mutual aid agreements with other municipalities, partnering with hospitals, or by having their own fire departments or public safety agencies provide the service. The bill also amends existing law to explicitly include "basic life support service" in mutual aid agreements between municipalities, ensuring that these agreements can cover the provision and reimbursement of BLS services, equipment damage, and injuries sustained by personnel.
