Bill Summary

This bill prohibits the public disclosure of names and addresses in certain unemployment, temporary disability, and family leave claim appeals documents. Currently, when a worker appeals a claim with the Department of Labor and Workforce Development, the information about their case is made available to the public in the form of meeting minutes when the Board of Review hears the appeal. This information includes the worker's name, the nature of their dispute, and the decision that the Board of Review made on their appeal. This bill excludes from disclosure that portion of any agenda or meeting minutes of the Board of Review or any final administrative decision of the Appeals Tribunal or the Board of Review that discloses the name or address of any claimant for unemployment compensation, temporary disability insurance benefits, or family leave insurance benefits who is party to an appeal before the Appeals Tribunal or the Board of Review within the Department of Labor and Workforce Development. This bill also allows the Appeals Tribunal and the Board of Review to replace names on agendas, meeting minutes, or final administrative decisions with initials or a fictitious name. The bill provides for a delayed effective date for section 1 of the bill and allows the Department of Labor and Workforce Development, the Appeals Tribunal, and the Board of Review to take anticipatory administrative action in advance of the effective date of this bill.

AI Summary

This bill prohibits the public disclosure of names and addresses of individuals appealing claims for unemployment compensation, temporary disability insurance benefits, or family leave insurance benefits. Currently, when a worker appeals a claim with the Department of Labor and Workforce Development, information about their case, including their name and the outcome of their appeal, is made public in meeting minutes. This legislation amends existing law to exempt from public disclosure the portion of any agenda, meeting minutes, or final administrative decision from the Board of Review or the Appeals Tribunal that reveals the name or address of a claimant involved in such an appeal. Furthermore, the bill allows these bodies to use initials or fictitious names in place of actual names on these documents. The bill includes a delayed effective date for one section, allowing relevant departments and tribunals to prepare for its implementation, and clarifies that it does not apply to records created or disclosed before its enactment.
