Bill Summary

This bill expands upon a reciprocity arrangement among county and municipal law enforcement agencies, institutions of higher education, which include county colleges, State law enforcement agencies, and the New Jersey Transit Corporation for the reimbursement of the hiring and training costs incurred when one entity hires a law enforcement officer who resigned from one of the other entities within the first three years of a permanent appointment, and the officer is hired within 120 days of the date of resignation. Under current law, in those cases where the officer has held a probationary appointment at the time of resignation or held a permanent appointment for 30 days or less, the new employer must reimburse the officer's former employer for all the costs associated with the officer's hiring and training. In those cases where the officer has held a permanent appointment for more than 30 days, but less than two years, the new employer must reimburse the officer's former employer for one-half of the costs associated with the officer's hiring and training. The purpose of this bill is to extend the reciprocity arrangement to require a hiring entity to reimburse the officer's former employer for 100 percent of the cost of the officer's hiring and training if the officer resigns within three years of being hired to a permanent position.

AI Summary

This bill expands the existing reciprocity agreement for law enforcement officers between various government entities, including county and municipal agencies, educational institutions, state agencies, and the New Jersey Transit Corporation, to require a new employer to fully reimburse a former employer for the costs associated with hiring and training an officer who resigns and is rehired by another covered entity within 120 days, provided the officer had held a permanent appointment for three years or less at the time of resignation. Previously, full reimbursement was only required if the officer had a probationary appointment or held a permanent appointment for 30 days or less, and a partial reimbursement was mandated for officers with permanent appointments between 30 days and two years. The bill effectively extends the period during which a new employer is liable for 100% of these costs from a maximum of 30 days of permanent employment to three years of permanent employment, aiming to recoup training investments when officers leave for other law enforcement positions within this extended timeframe.
