Bill Summary

This bill revises the "Common Sense Shared Services Pilot Program Act" to permit municipalities in Bergen County to participate in the program. The "Common Sense Shared Services Pilot Program Act" authorizes the sharing of services for a municipal clerk, a chief financial officer, an assessor, a tax collector, a municipal treasurer, or a municipal superintendent of public works without regard to the tenure rights that persons who hold those positions may have. Under the pilot program, municipalities located in pilot counties may enter into shared services agreements, pursuant to the provisions of the "Uniform Shared Services and Consolidation Act," for the services of tenured local employees, and provide for the dismissal of any tenured local employees who are not selected to be service providers under the shared services agreement. This bill amends the definition of "pilot county" in the "Common Sense Shared Services Pilot Program Act" to add Bergen County to the list of counties permitted to participate in the pilot program. Currently, Atlantic, Camden, Monmouth, Morris, Ocean, Sussex, and Warren Counties are the seven counties whose municipalities may enter into such shared services agreements.

AI Summary

This bill expands the "Common Sense Shared Services Pilot Program Act" by adding Bergen County to the list of counties whose municipalities can participate in a pilot program designed to encourage shared services among local governments, specifically for positions like municipal clerk, chief financial officer, assessor, tax collector, municipal treasurer, or superintendent of public works. The program allows municipalities in these designated "pilot counties" to enter into agreements to share these services, even if it means dismissing tenured employees who are not selected to continue in the shared role, with provisions for their potential reappointment if the agreement ends within two years. The bill also clarifies that the pilot program, which previously included seven counties, will now encompass eight counties to study the efficiencies of sharing services from tenured local officials.
