The pilot program shall operate for a period of two years. It shall provide its recipients with $500 per month for eighteen months. AI Summary
This bill establishes a two-year "Guaranteed Income Pilot Program" within the Department of Labor and Workforce Development (DOLWD) to examine the impact of providing unconditional cash payments to residents of specific cities. The program will randomly select 500 participants from each of the cities of Paterson, Passaic City, Jersey City, Plainfield, Newark, Trenton, and Camden, with eligibility limited to individuals whose households earned less than $80,000 annually in the previous year, and only one person per household can participate. Selected individuals will receive $500 per month for eighteen months, with the goal of studying how this income affects their spending habits and the overall economic well-being of their respective municipalities. Following the program's conclusion, the Department of the Treasury, in collaboration with DOLWD, will analyze economic data from these cities and collect voluntary survey information from participants to assess the program's outcomes, ultimately submitting a report with findings and recommendations to the Governor and Legislature. The bill also mandates that the Commissioner of DOLWD create necessary rules and regulations to implement the program, which will take effect on the first day of the fourth month after enactment, allowing for preparatory administrative actions beforehand.
