Bill Summary

This bill establishes a grant program for certain law enforcement agencies to purchase and install bullet-resistant components for motor vehicles. Specifically, under the provisions of this bill, the Attorney General is required to establish a grant program to provide financial assistance to county and municipal law enforcement agencies to purchase and install bullet-resistant windshields, side windows, rear windows, and door panels for motor vehicles used by law enforcement officers while acting in the performance of the officer's official duties. The bill requires the Attorney General to establish guidelines to implement the grant program, including but not limited to application procedures, eligibility criteria, the amount of each grant, procedures for evaluating grant applications, and procedures for monitoring the use of a grant provided under the grant program and ensuring compliance with any conditions of the grant. Further, under the bill, there is created in the Department of Law and Public Safety a nonlapsing revolving fund to be known as the "Bullet-Resistant Law Enforcement Motor Vehicles" fund. Moneys deposited in the fund, and any interest, are required to be used exclusively for the purpose of making grants to county and municipal law enforcement agencies for the purchase and installation of bullet-resistant components for motor vehicles pursuant to the bill's provisions. Finally, the bill provides that $1 is to be added to each fine and penalty imposed and collected through a court for any violation of Title 39 of the Revised Statutes (Motor Vehicle code) or any other motor vehicle or traffic violation in this State and forwarded to the State Treasurer. In addition, upon the forfeiture of bail, $1 of that forfeiture is to be forwarded to the State Treasurer. The bill requires the State Treasurer to annually deposit those moneys in the "Bullet-Resistant Law Enforcement Motor Vehicles" fund.

AI Summary

This bill establishes a grant program managed by the Attorney General to help county and municipal law enforcement agencies purchase and install bullet-resistant components, such as windshields, windows, and door panels, for their vehicles. To fund this program, a new nonlapsing revolving fund called the "Bullet-Resistant Law Enforcement Motor Vehicles" fund is created within the Department of Law and Public Safety. This fund will receive money generated by adding $1 to every fine and penalty collected for violations of Title 39 of the Revised Statutes (the state's motor vehicle code) or any other traffic violation, as well as $1 from any forfeited bail. These additional amounts will be forwarded to the State Treasurer and then deposited into the dedicated fund for grants. The bill also outlines that the Attorney General will set guidelines for the grant program, including application processes, eligibility, grant amounts, and how the funds will be monitored.
