Bill Summary
This bill requires video cameras to be installed on certain school buses. The bill provides that beginning in the 37th month following enactment, every new or used school bus purchased or otherwise acquired is required to be equipped with a video camera on or adjacent to the crossing control arm ("stop" sign arm). The bill provides that immediately following enactment, any school bus equipped with a video camera shall be used to transport elementary school students whenever practicable. The purpose of the video cameras is to assist in the enforcement of section 1 of P.L.1942, c.192 (C.39:4-128.1), which prohibits vehicles from passing a school bus while passengers are picked up or discharged. The bill requires the Chief Administrator of the New Jersey Motor Vehicle Commission to approve the design and type of video camera to be used. The bill also provides that within 37 months of enactment, each agency, board of education, nonpublic school, and school bus contractor is required to submit to the Commissioner of Education a list of vehicles that are used to transport students and indicate whether each vehicle is equipped with a video camera on or adjacent to the crossing control arm.
AI Summary
This bill mandates that starting 37 months after its enactment, all newly acquired school buses, whether new or used, must be equipped with video cameras installed on or near the crossing control arm, which is the extendable "stop" sign arm used to signal other vehicles to halt when students are boarding or disembarking. The purpose of these cameras is to aid in enforcing a law that prohibits vehicles from passing a school bus when its crossing control arm is extended. The Chief Administrator of the New Jersey Motor Vehicle Commission will be responsible for approving the design and type of these cameras. Additionally, immediately after the bill becomes law, any school bus already equipped with a video camera should be prioritized for transporting elementary school students whenever feasible. Within the same 37-month timeframe, all educational agencies, school boards, nonpublic schools, and school bus contractors must provide a list of their student transport vehicles to the Commissioner of Education, specifying which ones have the required video cameras. For the purposes of this bill, a "school bus" is defined as any vehicle fitted with a crossing control arm.
