Bill Summary

This bill enables the Commissioner of Labor and Workforce Development to establish public-private partnerships to develop and advance AI workforce training. The training will have a dual purpose of retraining workers displaced by AI and providing training in AI skills for active workers to enable the workforce to remain competitive in evolving AI technology. The public-private partnerships will enable the private entity to assume full financial and administrative responsibility for the development of training and retraining services related to AI in exchange for not being subject to certain procurement and prevailing wage criteria. The department will establish methods of publicizing the program, establish criteria for evaluating the proposals, and define the various administrative requirements. In addition, the department will establish an advisory council to provide targeted feedback on the progress of the program and insight on how that training can be improved.

AI Summary

This bill allows the Commissioner of Labor and Workforce Development to create partnerships with private companies to develop training programs focused on artificial intelligence (AI), which refers to technologies that can perform tasks typically requiring human intelligence like decision-making and content generation. These partnerships aim to both retrain workers who have lost their jobs due to AI and equip current workers with AI skills to keep the state's workforce competitive. In exchange for taking on the full financial and administrative burden of creating these AI training programs, private partners will be exempt from certain state procurement rules and prevailing wage requirements, which are regulations that ensure workers are paid a fair wage for their labor. The Department of Labor and Workforce Development will oversee the program by establishing how it will be advertised, the criteria for evaluating proposals from private entities, and the necessary administrative procedures. Additionally, an advisory council will be formed to provide feedback and suggestions for improving the training programs.
