Bill Summary

This bill would require the New Jersey Infrastructure Bank (NJIB) to adopt rules and regulations requiring a local government unit that receives a loan or guarantee for a project to establish a program to provide opportunities for businesses that are owned by members of the military, by veterans, or by the spouses thereof, to supply materials and services for the contract. Under the current law being amended by the bill, the NJIB is required to adopt rules and regulations requiring a local government unit that receives a project loan or guarantee to establish: (1) an affirmative action program for the hiring of minority workers in the performance of any construction contract for that project; and (2) a program to provide opportunities for socially and economically disadvantaged contractors and vendors to supply materials and services for the contract, consistent with the provisions of the "Law Against Discrimination," P.L.1945, c.169 (C.10:5-1 et seq.). The bill would supplement those existing requirements by providing for the NJIB to additionally require a local government recipient of a project loan or guarantee to establish a program providing certain opportunities to businesses that are owned by military service members or veterans, or by the spouses thereof.
