Bill Summary

This bill allows taxpayers to contribute a portion of their New Jersey gross income tax refund towards State aid for public schools. Taxpayers may indicate on their gross income tax return that a portion of their tax refund be deposited into the "School Aid Contribution Fund." The Legislature will use the funds collected to supplement State school aid in addition to, and not in place of, the annual appropriation for State school aid. Any funds collected may not be used to supplant the amount of State funds appropriated to State school aid from the prior fiscal year.

AI Summary

This bill establishes a "School Aid Contribution Fund" within the Department of the Treasury, allowing New Jersey taxpayers to voluntarily contribute a portion of their gross income tax refund or make a separate enclosed contribution to support State aid for public schools. The funds collected will supplement, not replace, the Legislature's annual appropriation for State school aid, and importantly, cannot be used to reduce the amount of State funds already allocated for school aid from the previous fiscal year. Any administrative costs associated with collecting these contributions will be deducted from the collected funds before the net amount is deposited into the special fund, which will then be appropriated by the Legislature to the Department of Education for distribution to school districts according to the "School Funding Reform Act of 2008." This act takes effect immediately and applies to taxable years beginning on or after January 1st of the following year.
