Bill Summary

This bill requires the New Jersey Transit Corporation (corporation) to supply and maintain an automated external defibrillator on every railroad train set used by the corporation. The bill defines train set to mean a locomotive and any accompanying railroad car, passenger car, or other car in the train or a string of connected railroad cars. The bill requires the corporation to maintain a defibrillator in an accessible location on each train set, to ensure the availability of each defibrillator at all times during which the train set is in operation and used by the general public, to ensure that at all times that a train set is in operation, an employee is present who is trained in cardio-pulmonary resuscitation and the use of a defibrillator, and to ensure that each defibrillator is tested and maintained. The corporation is required to mark the location of each defibrillator with a prominent sign. The corporation is required to provide notification to the appropriate first aid, ambulance or rescue squad or other appropriate emergency medical services provider of the type and location of each defibrillator in addition to providing requisite training in cardio-pulmonary resuscitation and the use of a defibrillator for appropriate employees. The bill also specifies that the corporation and its employees are immune from civil liability in the acquisition and use of defibrillators pursuant to existing State law.

AI Summary

This bill mandates that the New Jersey Transit Corporation (NJT) equip every train set, defined as a locomotive and any connected cars, with an automated external defibrillator (AED), which is a portable device that can analyze a person's heart rhythm and deliver an electric shock to restore a normal heartbeat. NJT must ensure these AEDs are accessible on each train, available whenever a train is in operation and carrying the public, and regularly tested and maintained. Furthermore, the bill requires that at all times a train is operating, there must be an employee on board trained in cardiopulmonary resuscitation (CPR) and the use of an AED, with NJT responsible for providing this training to designated employees and other staff. The locations of the AEDs must be clearly marked with prominent signs, and NJT must inform emergency medical services about the presence and location of these devices. Importantly, the bill provides NJT and its employees with immunity from civil lawsuits related to the acquisition and use of these defibrillators, aligning with existing state law. This legislation will take effect 13 months after it is enacted.
