This resolution directs the Joint Legislative Audit and Review Commission (JLARC), a legislative oversight body, to study and review Virginia's entitlement programs, which are government programs providing benefits to eligible individuals, including Medicaid (health coverage for low-income individuals), the Supplemental Nutritional Assistance Program (SNAP, formerly food stamps), and Temporary Assistance for Needy Families (TANF, cash assistance for families). The purpose of this review is to identify weaknesses in program design, operations, and controls that could lead to waste, fraud, and abuse, with the ultimate goal of improving program efficiency, ensuring resources reach those in need, and saving state funds. JLARC will examine past instances of waste, evaluate eligibility verification and payment accuracy processes, assess personnel training and accountability, and provide recommendations for improvement. The Department of Medical Assistance Services and the Department of Social Services will provide technical assistance, and all state agencies must cooperate with JLARC's study, which is due to be completed by November 30, 2027, with findings and recommendations to be submitted by the start of the 2028 General Assembly session.
