This bill, known as the Developing Overseas Mineral Investments and New Allied Networks for Critical Energies Act or the DOMINANCE Act, aims to bolster United States and allied energy and mineral security by reducing dependence on strategic competitors, particularly China, for critical minerals. It proposes establishing "Energy Security Compacts" with partner countries to promote responsible development of their domestic energy and mineral resources, thereby supporting economic growth and diversifying supply chains.
