Bill Summary

This bill relates to the payment of dues by the general assembly for membership in professional organizations by members of the general assembly. The bill prohibits the general assembly from paying membership dues to a professional organization on behalf of all members of the general assembly, including but not limited to the national conference of state legislatures and the council of state governments. The bill requires the general assembly to instead calculate, on an annual basis, the amount of dues that the general assembly would pay for membership in the national conference of state legislatures and the council of state governments and equally distribute the same amount of moneys to the members of the general assembly. Members of the general assembly shall only expend the moneys for the purpose of joining certain specified organizations, listed in the bill. Pursuant to the Constitution of the State of Iowa, the bill takes effect upon the convening of the first session of the 92nd General Assembly.

AI Summary

This bill prohibits the Iowa General Assembly from paying membership dues for all its members to professional organizations, such as the National Conference of State Legislatures and the Council of State Governments, which are groups that help state legislators share information and collaborate. Instead, the General Assembly will calculate the total amount it would have spent on these memberships and then distribute that money equally among individual legislators. Each legislator can then use this money to join specific, listed organizations, including the National Conference of State Legislatures, the Council of State Governments, and several other policy and advocacy groups. This change will take effect when the 92nd General Assembly begins its first session.
