This bill directs the Purchasing Division of the Office of Management and Enterprise Services (OMES), a state agency responsible for managing government procurement, to establish and maintain a "State Purchasing Portal" on its website by January 1, 2027. This portal will be accessible to the public and will display records of purchases made by state agencies, entities, and instrumentalities. To facilitate this, all state agencies must electronically submit records of any purchase made with appropriated state funds, along with associated receipts, to the Purchasing Division within thirty days of completion. The Purchasing Division will then have another thirty days after receiving these submissions to publish the purchase records and receipts on the State Purchasing Portal, thereby increasing transparency in state spending. This act will become effective on November 1, 2026.
