This bill, effective 60 days after enactment, amends Pennsylvania law to create an "animal abuse list" maintained by the Pennsylvania State Police, which will be publicly accessible online starting January 1, 2027. This list will include individuals convicted of an "animal abuse offense," defined as a crime under Chapter 55 Subchapter B of Title 18 of the Pennsylvania Consolidated Statutes, which covers cruelty to animals, and will feature a booking photograph, full legal name, and other necessary identifying data to distinguish individuals, but will exclude sensitive information like Social Security or driver's license numbers. Clerks of court must report convictions and dates of birth to the State Police within 60 days of a judgment. For a first conviction, an individual's information will remain on the list for two years, and for subsequent convictions, it will remain for five years, provided no further animal abuse offenses occur during those periods. Information will be removed if the underlying offense is expunged, and the Pennsylvania State Police are authorized to create regulations to implement these provisions.
