This bill directs the Department of Housing and Community Development, in partnership with the Virginia Housing Development Authority, to establish a work group to study the future of redevelopment and housing authorities in Virginia. This work group, which will include representatives from various state agencies, local government organizations, and citizen members with relevant expertise, is tasked with examining how these authorities can be repurposed to better promote housing affordability, facilitate redevelopment, and conserve land, especially in light of reduced federal support. The work group must meet at least six times between July 1, 2026, and September 30, 2027, and by the latter date, it must submit a report to the Governor and legislative committees detailing its findings and recommendations, including an analysis of available funding, identified barriers, policy suggestions for legislative changes, and a comprehensive plan with a budget and timeline to address future funding needs for these authorities.
