This bill requires the Director of the Department of Housing and Community Development to conduct a comprehensive statewide housing needs assessment at least every five years, which will now include a review of parcels owned by certain large real estate entities. These entities are defined as partnerships, corporations, or real estate investment trusts that manage pooled investor funds, act as fiduciaries, and hold an interest in more than 50 single-family homes or more than 10 percent of manufactured home parks. This addition to the assessment aims to provide a more complete picture of housing needs and ownership across the Commonwealth.
