AI Summary
This bill directs the Department of Medical Assistance Services (DMAS), in collaboration with several other state agencies, to explore and implement ways to expand the use of certified community health workers (CHWs) within Virginia's healthcare system, particularly for Medicaid recipients. Specifically, DMAS will assess how Medicaid managed care organizations, which are private companies that manage healthcare services for Medicaid beneficiaries, can integrate CHWs into their care coordination models for various needs like managing chronic diseases or helping seniors live at home. The bill also requires an evaluation of new Medicare codes for community health services to see if Medicaid can be reimbursed for similar CHW-provided care. Furthermore, DMAS will develop statewide training programs for CHWs, making them accessible to individuals receiving Medicaid or SNAP (Supplemental Nutrition Assistance Program) benefits who have work requirements. The goal is to identify and expand CHW involvement in programs that support Medicaid populations with high healthcare costs, such as those with multiple chronic conditions, behavioral health issues, disabilities, or complex social needs. Finally, DMAS is mandated to report its findings and recommendations, including any proposed changes to laws or regulations, to key legislative committees by December 1, 2026, and then use this information to create a plan for future years.
