This bill directs the Mississippi Home Corporation to establish a Neighborhood Housing Rehabilitation Program (NHRP) using federal funds, such as those from the American Rescue Plan Act (ARPA) and Community Development Block Grants (CDBG), to help homeowners in municipalities improve their properties. The program aims to preserve and enhance owner-occupied homes by addressing health and safety issues, improving energy efficiency, and bringing properties up to current building codes and standards, with priority given to households earning at or below 50% of the area median income. A dedicated "Neighborhood Housing Rehabilitation Program Fund" will be created as a revolving fund in the State Treasury to manage these federal funds and any other appropriations, and the Mississippi Home Corporation will report annually to the Legislature on the program's status. Additionally, this bill amends existing law to explicitly grant the Mississippi Home Corporation the power to establish this NHRP.
