This bill directs the Secretary of Transportation to thoroughly examine the Virginia Department of Transportation's (VDOT) approval procedures for construction projects, including buildings and road development, with the goal of streamlining the process. The review will specifically look for ways to reduce the number of approval steps while ensuring safety standards are maintained, and will assess if VDOT's review timelines can align with local requirements outlined in specific Virginia Code sections (§§ 15.2-2259 and 15.2-2260). Furthermore, the Secretary will evaluate how VDOT can improve communication about project deadlines to avoid redundant feedback from staff, and explore developing a system for applicants to track the progress of their submitted plans and view public comments from VDOT staff to increase transparency and accountability. Finally, the Secretary is required to present a summary of this review and a report of their findings to the leaders of the House and Senate Transportation Committees by December 1, 2026.
