AI Summary

This bill modifies the existing shared solar program for Appalachian Power Company, a "Phase I Utility" meaning it's one of the primary electric companies in Virginia. Key changes include allowing excess bill credits, which are monetary values from solar energy generation used to reduce a customer's electricity bill, to be distributed to shared solar subscribers more than once a year, and requiring the utility to implement "net crediting functionality." Net crediting means that the utility will include the shared solar subscription fee on a customer's bill and then provide a net credit that subtracts this fee from the total bill credit earned from solar generation, ensuring subscribers don't pay more in fees than they receive in credits. The bill also directs the State Corporation Commission, the regulatory body overseeing utilities, to update its regulations and Appalachian Power to file necessary documents by March 1, 2027, to implement these changes, with the net crediting functionality specifically taking effect on July 1, 2027.
