The bill defines "cash" as U.S. coins and currency, and "retail sale" as a consumer transaction for goods or services not for resale, including those consumed or used in Virginia. There are exceptions, however, and this prohibition does not apply to sales made via mail, phone, or internet, nor to sales requiring a credit card for security deposits for unforeseen damages, or to suppliers who provide a fee-free device that converts cash into a prepaid card for purchases. Violating these new provisions will be considered a violation of the Virginia Consumer Protection Act, subject to its enforcement and penalties.
