This bill requires electric utilities, specifically Dominion Energy, to include in their integrated resource plans (IRPs) – which are long-term plans submitted to the State Corporation Commission (SCC) outlining how they will meet future electricity demand – information about how they forecast their compliance with renewable energy portfolio standards, which are requirements to generate a certain percentage of electricity from renewable sources, but this exclusion applies to certain types of renewable energy buyers and customers who purchase from licensed suppliers. Additionally, the bill mandates that by March 1, 2027, the SCC must investigate the electric load forecasting practices, which are methods used to predict future electricity demand, of Dominion Energy, Appalachian Power Company, and electric distribution cooperatives, which are non-profit organizations that provide electricity to their members, to ensure accuracy, consistency, and transparency in how these utilities and cooperatives predict future electricity needs.
