This bill amends existing law to increase the minimum capacity of an electrical generating facility from 15 kilowatts to 20 kilowatts for which certain electric utility customers, specifically residential eligible customer-generators or eligible agricultural customer-generators in the service territory of a Phase II Utility, are required to pay a monthly standby charge. A standby charge is a fee assessed by an electric utility to customers who generate their own electricity but still rely on the utility's grid for backup power. The bill also clarifies that this increased capacity applies to facilities with an "aggregate nameplate capacity" of alternating current.
