This bill expands the ability to record communications during child abuse and neglect investigations by local departments of social services. Previously, only individuals suspected of abuse or neglect could record conversations with child protective services personnel during an investigation or family assessment, provided all parties were aware of the recording. The bill introduces a new definition for "child welfare interview" as a documented interview with all relevant parties, including a child and an adult, conducted by child protective services to gather information about concerns of abuse, neglect, or exposure to violence. Under the new provisions, unless there's a good reason not to, local departments must audio or audiovisually record any child welfare interview. Additionally, any person involved in an investigation or family assessment, not just those suspected of abuse or neglect, can record their communications with child protective services personnel, as long as all parties are informed. These recordings must be securely stored by the local department.
