This bill establishes a new section in Missouri law to authorize a telecommunications surcharge to fund crisis services, which are defined as core behavioral health crisis services including the 988 crisis line (a three-digit number for crisis support via call, text, or chat), mobile crisis response, and behavioral health crisis center operations. This surcharge will be collected by dealers selling prepaid commercial mobile radio service (CMRS), which is a mobile telecommunications service, from end users in retail transactions, and by CMRS providers and resellers from customers with postpaid CMRS based on their "place of primary use" within the state, which refers to the location where the customer subscribes to the service. Both prepaid and postpaid wireless users will be charged sixty-five cents per transaction or per access line per month, respectively. The collected revenue will be deposited into a newly created "988 Crisis Continuum Fund" and used by the Department of Mental Health for crisis services and "open access services," which are services for uninsured or underinsured individuals needing behavioral health care. Any remaining funds in the dedicated fund at the end of a biennium will not revert to the general revenue fund.
